Legislative Update: Bringing Common-Sense Solutions to California
As we move through this year’s legislative session, I want to share a quick update on the progress of several key bills I’ve authored. These measures reflect my commitment to public safety, education, and community well-being - from improving roadway safety and addressing substance abuse, to expanding access to educational resources and protecting our students.
Signed into Law:
- AB 544 – Requires all E-Bikes to have front and back lights attached to the device.
- AB 545 - Prohibits the sale of software applications that illegally modify an electric bicycle (e-bike) to increase its maximum speed.
- AB 1051 - Designates portions of State Route 76 in the County of San Diego as the Payómkawish Highway.
On the Governor’s Desk:
- AB 424 - Establishes a requirement for DHCS to notify a complainant within ten days of receiving the complaint about a substance abuse treatment facility and again upon its resolution.
- AB 615 - Requires applications with the California Energy Commission (CEC) for certification of power facilities and for energy storage facilities to include a specified emergency response and action plan.
Still Awaiting Action:
- AB 383 - This measure cleans-up various existing firearm laws to ensure students can use firearms in hunting education classes and tournaments as well as closes loophole for search warrants on individuals with domestic violence restraining orders.
- AB 587 - Requires one of the existing three public members on the 15-person CA Student Aid Commission to be an individual with expertise in veteran-specific educational benefits.
- AB 1005 - This bill requires the California Department of Education (CDE) to compile and make available on its website, school-based water safety and drowning prevention educational resources for public use.
Happening In Sacramento
Next week, the Legislature will be voting on several bills that I believe move our state in the wrong direction. I want to be transparent with you about these proposals and hear directly from our community before I cast my vote. Your voice matters - please take a moment to review these measures and share your thoughts with my office.
- Senate Bill 79 - Creates higher-density housing allowances and high-rise apartment construction in areas that have public transit options.
- Senate Bill 635 - Harms public health and safety by prohibiting a local agency that regulates street vendors from collecting immigration status or criminal history from permittees.
- Assembly Bill 1061 - Alters historical preservation requirements to allow building additional housing in designated historical areas according to state registries.
- Assembly Bill 495 - Allows persons to sign a Caregiver Authorization form to make certain parental decisions on behalf of a child, if they claim to have “at least a familial relationship” with a relative of the child.
