State Budget Update


Budget Update

Last Friday‚ the Legislature voted on the Supermajority’s 2025-26 legislative budget plan‚ which will now head to the Governor’s desk. Senate Bill 101 reflects an agreement between the Senate and Assembly Democrats on the major provisions of the budget. This budget plan is expected to spend roughly $324.7 billion total‚ which is $5.5 billion more than the Governor’s proposal‚ and would increase out-year deficits by about $6 billion annually through 2028-29. This increase in spending is only possible through spending gimmicks like borrowing $7.1 billion from the state’s rainy day fund‚ borrowing $6.5 billion from special funds and General Fund cash‚ collecting $5.5 billion from tax increases imposed last year‚ and an additional $330 million more from new tax increases.

While the Governor’s proposal had zero funding for Proposition 36‚ which supports mental health and drug treatment programs‚ SB 101 dedicates $110 million in direct funding to Prop 36‚ with an additional $89 billion in flexible grants to local governments that can be used for these programs. However‚ that falls woefully short of the $400 million needed to fully fund Prop 36‚ especially considering it was overwhelmingly passed by California voters.

I was pleased to see that the Legislative proposal rejected the Governor’s cuts to the In-Home Supportive Services (IHSS) Program‚ which provides in-home assistance to eligible aged‚ blind and disabled individuals allowing recipients to stay safely in their homes. This proposal also commits some funding to fight wildfires but again falls short on wildfire prevention‚ providing only $200 million while spending $1 billion on High-Speed Rail.

We were excited to attend the North Highlands Recreation and Park District’s 70th Anniversary celebration last week. This also marked the grand reopening of the newly refreshed playground at Planehaven Park‚ located at 5310 N Airway Drive‚ North Highlands‚ CA 95660. The playground redesign was shaped by community input‚ with residents helping choose the colors and features they wanted to see. It was a joyful event filled with family fun‚ heartfelt moments‚ and a celebration of decades of community impact.

This annual event‚ hosted by Rotary District 5180‚ was a wonderful celebration of the remarkable contributions made by Rotarians across the district.

The new complex will offer expanded access to healthcare‚ featuring a comprehensive range of services‚ including a dedicated cancer center and an urgent care facility. This project will provide critical health infrastructure in my district as our region continues to experience unprecedented growth. I am enthusiastic about the positive impact this development will have on our community and look forward to the completion of the Sutter Health Care Complex.

Celebrating the Grand Opening of SRFECC’s New Annex

Last week, my staff had the opportunity to attend the tour and grand opening of the Sacramento Regional Fire/EMS Communications Center (SRFECC) Annex. SRFECC plays a critical role in regional public safety‚ serving as a Secondary Public Safety Answering Point (PSAP) that dispatches fire and emergency medical services across Sacramento County. The Center answers nearly 500‚000 calls annually and supports multiple local fire agencies‚ ensuring coordinated emergency response across approximately 1‚000 square miles.

The newly opened Annex is part of SRFECC’s 2030 Strategic Blueprint and Growth Plan‚ bringing administrative and training staff closer to operations in one centralized location. We were honored to join the celebration and support the Center’s continued growth in service to our region.
