I am writing to urge you to support Senate Bill 31, which prohibits homeless encampments near sensitive community areas of schools, parks, libraries, and daycare centers. This bill takes a compassionate, balanced approach to address the homelessness crisis in California, and deserves your support.
Homelessness has become a growing problem in our state, with an estimated 22,500 more individuals experiencing homelessness in the past three years. Encampments near schools, parks, and libraries are a cause of particular concern, as they pose a risk to our most vulnerable.
SB 31 will address this issue by prohibiting encampments near sensitive areas and providing a 72-hour warning before an encampment is cleared. This will give homeless individuals a chance to find alternative solutions and access desperately needed services before their encampment is cleared. Additionally, enforcement officers will be required to provide information about sleeping alternatives, homeless and mental health services, and/or homeless shelters in the area.
I urge you to take action to address the homelessness crisis in California by supporting SB 31. Thank you for your time and consideration.
